God ordains the evil of man to His own glory, ultimately.

To God’s Glory
While man conjures up evil as a result of trying to glorify himself, God sovereignly allows it but controls every outcome to His glory, ultimately (even when we can’t understand how).

Exo 3:14
God said to Moses, “I AM WHO I AM.” And he said, “Say this to the people of Israel: ‘I AM has sent me to you.’”

And God said to Moses, I Am Who I Am and What I Am, and I Will Be What I Will Be; and He said, You shall say this to the Israelites: I Am has sent me to you!

God’s Glorious Immutability
When God described Himself to Moses as “I AM WHO I AM,” He was essentially describing His own character. He is, after all, both eternal and self-existent. Therefore, His Word certainly is immutable (cp. Jn 1:14 with Heb 13:8)
